Arnold is a contributor to the Kansas Policy Institute, which supports Gov. Brownback’s move to force public employees into a 401(k)-style system. Brownback made significant cuts to employee pensions in 2012, but he is coming back for more after his massive corporate tax cuts caused a major structural deficit in the state budget. Some of Brownback’s fellow Republicans have denounced the move.
